2020 CFA APPLICATION FOR OFFICE OF COMMUNITY RENEWAL
COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM FUNDS
The Village of Franklin will hold a hearing on February 8, 2021 at 7:00 PM, with masks and social distancing required, at the Franklin Village Hall, 141 Water Street, Franklin, New York 13775 for the purpose of hearing public comments on the Village of Franklin’s community development needs, and to discuss the
possible submission of one or more Community Development Block Grant (CDBG) applications for the 2020 Program Year.
Due to the Novel Coronavirus (COVID-19) Emergency and bans on large meetings
or gatherings and pursuant to Governor Cuomo’s Executive Order 220.1 issued on March 12, 2020 suspending the Open Meetings Law, the public may attend this hearing electronically as an alternative to attending in person. The CDBG program is administered by the New York State Office of Community
Renewal (OCR), and will make available to eligible local governments approximately $49 million for the 2020 program year for housing, economic development, public facilities, public infrastructure, and planning activities, with the principal purpose of benefitting low/moderate income persons. The hearing will provide further information about the CDBG program and will allow for citizen participation in the development of any proposed grant applications and/or to provide technical assistance to develop alternate proposals. Comments on the CDBG program or proposed project(s) will be received at this time. The hearing is being conducted pursuant to Section 570.486, Subpart I of the CFR and in compliance with the requirements of the Housing and Community Development Act of 1974, as amended.
At the hearing the Village will describe types of grant assistance available from the NYS Office of Community Renewal and will seek comments and suggestions from the public as to proposed uses of Community Development Block Grant funds. The types of activities that may be undertaken with Community Development Block Grant program funds include acquisition and disposition of real property, public facilities and improvements, clearance activities, public services, payment of non-federal share of another federal program, removal of architectural barriers, relocation, rehabilitation and preservation activities, economic development and job creating activities.
Draft application(s) for Community Development Block Grant assistance will be discussed. The Village is considering a 2020 CFA Public Infrastructure application in an amount not to exceed $1,000,000 to improve the Village’s water storage facilities The proposed project will primarily benefit low and moderate income persons.
The Village of Franklin will make every effort to ensure that the public hearing is accessible to persons with disabilities. RTP FUNDED PROJECT
The Municipality seeks to expand the Delhi River Park & Walk Ð Phase 2 project, comprised of new asphalt paved park trail, overlook improvements, landscaping, signs and amenities, for which landscape architectural and engineering design has been
completed.
The RTP is an assistance program of the U.S. Dept. of Transportation’s Federal Highway Administration (FHWA). In New York, RTP is administered by the Office of Parks, Recreation
and Historic Preservation (OPRHP). Attention of bidders is particularly called to Appendix D, ATTACHMENT A-2 Requirements, Participation Goals, State labor standards, New York State
prevailing wage rates, online reporting requirements using NYS Contracts System and other requirements included in the General Conditions for Contracts. See Instructions to Bidders for additional information.
