DELcovery, a project focused on developing a multi-platform resource hub for substance use disorder and mental health information outreach in Delaware County was awarded a $78,850 grant by the Delaware County Opioid Settlement Committee. Of the amount, $36,000 is earmarked for setup and the balance for education and maintenance of all platforms, said Jessica Vecchione of Vecc Videography, grant recipient.
According to a press release issued by Vecc Videography, the “opioid settlement,” in general, refers to the legal agreements and financial settlements reached between government entities and pharmaceutical companies involved in the production and distribution of opioids. These settlements were the result of lawsuits alleging pharmaceutical companies contributed to the opioid epidemic by engaging in misleading marketing practices or failing to properly regulate the distribution of these drugs. The funds from these settlements are typically used to support initiatives aimed at combating the opioid crisis, including prevention, treatment, and recovery efforts, according to a press release issued by Vecc Videography.
DELcovery will use social media, like Facebook, Instagram and YouTube, and mobile technology - a mobile app where people can access articles, videos, and other resources for individuals dealing with substance use disorder and their support networks - to create an accessible and comprehensive resource for those affected by substance use disorders and mental health issues. The app will also have an interactive map to mark resources and locations in Delaware County, aiding in a recovery journey.
DELcovery will also provide outreach through articles, blogs, and videos to educate and empower the community about issues related to substance use disorders and mental health.
Recognizing the unique challenges faced by rural communities like Delaware County, where access to traditional media and health services might be limited, DELcovery will establish an online platform that serves as a community hub for information and support. It will list resources related to recovery services and certified recovery peer advocate programs, trauma-informed care, and behavioral health services, among others.
In the southern tier of New York, which includes Delaware County, $4.5 million was distributed to eight counties. Delaware County received $311,000, according to the state’s Opioid Settlement Fund Regional Abatements website at: oasas.ny.gov/opioid-settlement-fund-regional-abatements
In 2022, Delaware County received approximately $38,329 from the Endo settlement, $101,691 from the Janssen settlement, $109,889 from the Allergan settlement, and $26,640 from the distributor settlement. Approximately half of each settlement is restricted for approved uses, while the other half is unrestricted. Restricted uses include drug abuse treatment, recovery, and abatement efforts.
Delaware County Public Information Officer Shelly Johnson-Bennett has not responded to multiple requests for information regarding opioid settlement fund receipts or disbursements.
