The Tri-County Stamp Club, a regional American Philatelic Society (APS) club active since 1950, will hold its next monthly meeting Thursday, Nov. 5 at 2 p.m. at The Gathering Place, 5506 State Route 7, Oneonta. The program, presented by Scott Fielder is entitled “Cartoon and Comic Characters on Stamps.”
