State Awards $38m For Infrastructure, Including $272,500 For Delhi Housing Project

New York state has awarded more than $38 million to 49 infrastructure projects statewide, including $272,500 for improvements needed to support a 24-unit housing development in the village of Delhi.

Goernor Kathy Hochul announced the second-round awards, administered through Empire State Development’s County Infrastructure Grant Program. The program provides grants for small- and medium-sized, county-led infrastructure projects intended to support economic development, tourism, placemaking and housing.

Delaware County’s award will help fund sewer, water, roadway and other public infrastructure improvements needed for the Pine Hill Terrace housing project.

The development is planned for three two-story apartment buildings, each containing eight two-bedroom units. The 24 apartments represent the largest housing investment in the village in more than 30 years, according to the state.

The project is intended to expand housing options for professionals and young families and help local employers attract workers.

Statewide, the second round will support the construction of more than 3,200 new homes. The program has awarded more than $74 million to nearly 100 projects since it was launched in 2024.

The state budget includes another $50 million for a third round of grants in the 2027 fiscal year.

Grants of up to $500,000 are available for eligible infrastructure projects, while projects supporting the creation of at least 10 housing units can receive up to $1 million.

Investing in infrastructure means investing in New York’s future, Hochul said in announcing the awards. “These investments will help communities build the infrastructure they need to create more housing, attract new businesses and make New York’s communities stronger and more affordable.”

The Southern Tier received more than $3.75 million for five projects in the second round.
